DUTY OF COUNTER ASSISTANTS
It
has been decided that the duty hours should be so fixed as to require the
official attend office 15 minutes before the prescribed time to commencement of
the counter. This will enable official to attend the transactions precisely at
the time mentioned in the hours of business.
It
is important to note that the change is not to make allowance for late
attendance of counter Assistants, but in recognition of genuine practical
problem and to render timely service to the customers. The purpose will be
defeated if the counter Asst. delays his arrival at the office.
This
arrangement is to be ensured by suitably costing the hours of attendance of
officials. It is expected that this change will be effective every where by
Sept. 1990. This is a standing instruction.

TRAINING OF OFFICIALS SELECTED FOR APPOINTMENT AS POST-MAN VILLAGE POSTMAN
The
allowance of Rs. 30 paid to the office Supervisors of divisional office for
imparting training to each of new selected postman/Village postmen for a period
of 10 days was increased to Rs. 50 vide DG(P) letter No. 103-9/83-SPB-II(Trg)
dated 4-6-87.
The
revision in the allowance has been further examined and it has now been
enhanced the said allowance of Rs. 50/- to Rs. 100/- (One hundred only) for
training of each batch of candidates with immediate effect.
This
issued with the concurrence of FA (Postal) vide their No. 4670 dated 2-12-87.

COMPULSORY REGISTRATION OF POSTAL ARTICLE
1.
Rule 66(1)(d) of Post Office Rules 1993
lays down what contents make the registration of a postal article obligatory
Postage or other stamps or label or cheque, Hundi, Bank-note, Bank Post, Bill
of Exchange or the like requires compulsory registration if the contents are
either superscribed upon the cover or are known or manifest to the officers of
the Post Offices owing to the transparency, insecurity, or insufficiency of the
cover, or to any other cause.
2.
After a recent review/of the above
provision, it has been decided to make the following changes in the rule;
i.
Dividend warrant, refund order, share
certificate and debenture certificate also require compulsory registration.
ii. The
expression “or the like" appearing in the rule should be deleted.
iii. Bank
Post Bill' appearing among the contents requiring registration, should be
deleted.
3.
These changes have been made by the
amendment to the rule by notification no. CSR 420(E) dated 1-5-93 published in
the Gazette Extraordinary dated May 18, 1993 a copy of which is attached with
this letter. The amendment will be effective from 1st July 1993 and therefore,
be brought to the notice of all post offices and Mail offices and officers
concerned immediately for action.
4.
Correction slip to clause 17(d) of P.O.
Guide Part 1 (1985) edition is also enclosed.
5.
Rule 66(1) (d) continues to stipulate that registration
of mail with the specified contents is obligatory only if the con-tent is
either superscribed on the cover or is known or manifest to the office of the
post office owing to the transparency, insecurity or insufficiency of the cover
or to any other cause.

ENHANCEMENT OF LIMIT OF POSTAL INSURANCE SERVICE TO AND FROM APO
The
limit of insurance service to and from Army Post Office was raised from Rs.
500/- to Rs. 1000/- on experimental basis with effect from 1-8-1980, vide DG(P)
No. 11-7/79-CI dated 7-6-80. The question of removing the present ceiling of
Rs. 1000/- on the value of insurance service to and from APO and to bring APO
at par with civil post office has been carefully considered and it has been
decided that the existing limit of insurance service to and from APO may be
removed. The insurance limit is applicable to civil Post Offices will hence
forth be applicable to Army Post Offices as well. The order will take effect
from the date of issue.

COMPENSATION IN LIEU OF LOSS OF A PORTION OF THE CONTENTS OF AN INSURED POSTAL ARTICLE.
If
the loss of a portion of the contents of an insured postal article occurs due
to reasons such as damage or abstraction, compensation will be limited to the
amount for which the sender has not been compensated with reference to the
value for which it was insured and not for the value of the contents
abstracted;

WEIGHT OF A SINGLE PARCEL BAG
The
weight of a single parcel bag should not exceed 15 KG. In exceptional case of
insured parcel weighing over 15 kgs. a parcel bag may be closed containing one
such insured parcel. The maximum weight to be carried by a single mail carrier
is the same as prescribed in Sub-rule (1) or Rule 135 P&T Man Vol. V. DG(Posts) No. 63-14/88-CI dated 8-3-89]
INTRODUCTION OF ECB MEMO FOR SOS
The
SPM will be held responsible that the amount of cash and value of stamps
retained by him and his village postmen is never unnecessarily large. As far as
possible. he must work with balances within the authorised limits and should
not retain cash in excess of the authorised maximum, except when this is
necessary in order to meet actual existing liabilities. He will be responsible
that his BOs are not allowed without sufficient justification, to retain
balances in excess of the authorised limits. Whenever the cash balance retained
by a SO of three hands or less including the SPM exceeds the authorised
maximum, or the total of the cash and stamp balance held by BOs is in excess of
the total of the maximum cash and stamp balances fixed for those offices, the SPM
must submit, with the so daily account a memo, in form Pa-20 explaining why it
was necessary to keep the sum in excess. In the case of all other SOs the SPM
must furnish the reasons for retaining excess cash on the reverse of the so
daily account. The excess cash balance memos, should be numbered in a monthly
consecutive series and the serial numbers assigned to the memos should be noted
in the 'Remarks' column of the SO account against the relative entry.

i.
This order provides for delegation of financial powers to SSPOS/SPOs/Gazetted
Postmaster to refund the commission in case of money orders and telegraphic
money orders.
ii.
Commission may be refunded under the following circumstances:
the
money order has been booked for a place to which money order service is not
available.
Where
the money has been misappropriated by a Postal Official.
(iii)
In exceptional cases of delay or loss, when the money order could not be paid
due to service faults.

DESPATCHING POSTAGE STAMP TO MAKE UP THE FRACTIONS OF RUPEES WHICH CANNOT BE BOOKED IN SERVICE MONEY ORDER

service money order is to be sent containing a fraction of rupee, the money
order will be prepared for the whole rupee excluding the fraction. The fraction
will be sent in the form of stamps to the payee separately entered in the
B.O/S.O slip or in exceptional cases by service registered post.

WITHDRAWAL OF THE POWER TO WAIVE THE SECOND COMMISSION ON TIME-BARRED IPOS
(a) The
powers to waive the second commission on time barred IPOs are withdrawn from
the Heads of Circles.

payment for waiving the second commission where delay in presenting the IPOs is
due to natural calamity may be forwarded to the Directorate for issuing
Presidential Sanction.

EXCHANGE OF CASH BETWEEN BO AND THEIR ACCOUNTS OFFICES
(a)
In order to avoid remittance of petty sums and the connected work at all levels
it has been decided that branch offices should not normally make
remittances of cash less than Rs. 50/- on any occasion, even though cash in
hand exceeds the total of authorised minimum balance plus liabilities for the
branch office.
(b)
Further when account office is aware that the branch office is retaining excess
cash as permitted above it need not remit petty amount of cash for payment of
money order of SB withdrawal.

INTRODUCTION OF SPECIAL DELIVERY SLIP SYSTEM AT BOS FOR DELIVERY OF REGISTERED ARTICLES.
Use
of delivery slip is not prescribed in BOs receipts RP-1 or RP-31 containing
acquittance of the addressee are filed with the BO slip in which the registered
letters/ parcels are invoiced.
Now
a day, the number of registered articles received for delivery in BOs is so
large that takes much time to prepare the receipts by the BPM and for the
Postman to enter them in the postman book. It is also difficult to file large
number of receipts along with BO slips.
In
view of the above it has been decided to introduce delivery slip system in
these BOs in which Number of registered articles exceed 25 a day.

DELIVERY OF PARCELS WEIGHING MORE THAN 5 KGS.
i.
Parcel exceeding 5 Kgs in weight can be
delivered at premises of addressee on repayment of an additional home delivery
charges of Rs. 5/- by sender of such parcels.
ii. The
remark "Home delivery fee paid" will be written on the parcel at the
time of booking.
iii. If
the parcel weighing more than 5 kg on which charges of Rs. 5/- have been
prepaid is issued for delivery but cannot be delivered, it will not be issued
again for delivery. A notice of arrival of parcel will be issued at the next
delivery through postman to addressee for taking delivery of parcel personally
or through authorised agent and the parcel will be treated in the normal
manner.

registered articles in a month.

REMITTANCE OF SALARY M.O. FOR GROUP A AND GROUP-B OFFICERS
The
facility of getting salary by service money order's is extended to Group A and
Group B Officers. When Group A or Group B officer is on leave or tour, the
salary can be sent by service money order. [No. 13-8/88-CI dated 29-12-1986]
USE OF SERVICE MONEY ORDERS
The
case for remitting advances etc. has been reconsidered and it has been decided
that the facility of remittances of salary and advances to the staff of
Department of posts/telecom by service Money order be provided as earlier but
the dues of contractors should not be remitted by service money order. If a
contract provides for payment on contracted expenses, a cheque including
commission for outstation clearance charges should be adequate and there is no
need to send dues of contractor, through service money orders.
The
service Money order facility should be used only for the purpose which are
clearly specified in the note below Rule 679 of P&T Manual Vol.ll and not
for any other purpose and facility of SMO should be used only when the payment
cannot be made conveniently in some other way.

WEIGHT TO BE CARRIED BY EACH MAIL CARRIER IN PLAINS AND HILLY AREAS
i.
The weight to be carried by each mail
carrier in plains and hilly areas should not ordinarily exceed 28 kgs and 15

weight of a single parcel bag should not exceed 15 kgs and the maximum weight
to be carried by a single mail carried is the same as prescribed above.

WRITING OF NAME AND ADDRESS OF THE SENDER OUTSIDE THE REGISTERED ARTICLES
i. These orders require the noting of name and address of the sender with PIN code on the outside of registered articles compulsory.
ii. No
registered article should be accepted for booking unless it bears on the
outside the name and complete address of the sender including PIN code.
iii. However,
an article should not be refused for booking for want of PIN code in sender's
address. If the address is otherwise adequate to redeliver the article to the
sender without any ambiguity or if the delivery zone is given.
iv. Government
Offices, banks and other public institutions generally impress rubber stamp
which only indicate the name of the office without giving full postal address.
The senders should be told to give clear and full address. Otherwise such
articles need not be booked.

DELIVERY OF REGISTERED ARTICLES IN THE ADDRESSEE IS NOT AVAILABLE OR THE HOUSE IS LOCKED
If
a registered article cannot be delivered on the first attempt through the
postman, an intimation slip should be left at the address in the form given in
para 3. Sufficient number of blank intimation slips should be carried by the
postman before he goes on his beat.
2.
On the first occasion of issue of delivery of a registered article, if the
house is locked or if the addressee is not available the postman will fill the
intimation slip and leave it in the letter box or under the door or deliver it
in the manner in which unregistered articles are delivered to the addressee.

CONCESSIONAL RATE FOR V.P. BOOK PACKETS
Concessional
fee of Rs. 2.50 shall be charged for the registration of a value payable book

exceed Rs. 50/- Concession specified shall not be admissible unless the price
is either printed or stamped on the printed book or books as the case may be
and should be the price of the books and not the VP value recoverable.

Such

property should be redirected by the R.L.O. only as ordinary letters and
Department will have no liability for their contents. They should however be
securely packed in such a manner that the contents are not visible and be
placed in the mail bag by the supervisor concerned just before the bag is
closed and sealed.

REVISION OF DIMENSIONS SPECIFICATIONS. DESIGN OF INLAND LETTER CARD-AMENDMENT OF RULE 10 A OF THE INDIAN POST OFFICE RULES, 1933.
Dimensions
and specification of Inland letter cards have been revised amending Rule 10 A
of the IPO Rules, 1933 vide Extraordinary Gazette Notification GSR No. 400 (E)
dated 26.05.2008.
A
copy of the Notification GSR No. 400(E) is enclosed for kind information and
necessary action. This may be brought into the notice of all concerned.

400 (E)- In exercise of the powers conferred by Section 21, read with Section
74 of the Indian Post Office Act, 1898(6 of 1898), the Central Government
hereby makes the following rules further to amend the Indian Post Office Rules,
1993, namely:
1.
i) These rules may be called the Indian Post Office Rules, 2008.
ii)
They shall come into force on the date of their publication in the Official
Gazette.
2.
In the Indian Post office Rules, 1933, in rule 10-A, in the proviso,
a)
In clause (a) for the words "three grams”, the words "five grams”
shall be substituted;
For
clause (b), the following clause shall be substituted namely:
The
dimension of the latter card including its flaps when unfolded or folded shall
respectively be as follows:
Unfolded:
Maximum
— 30 centimetres by 21 centimetres
Minimum
– 28.2 centimetres by 18.2 cms
Flaps
– Letter Card will have three flaps, one each on the left and right side not
exceeding 1.5 cms by 10 cms and another on the top side not exceeding 1.5 cms
by 21 cms. Flaps are not required if the Inland Letter Card can be closed by
any other effective process.
Folded:
Maximum
— 21 cms by 10 cms
Minimum
— 15.2 cms by 9 mcs;
After
clause(c), before the Explanation (i), the following new clause shall be
inserted, namely:
d)
Inland Letter Card shall be made of paper of minimum 70 GSM."
After
clause (d) so inserted, for Explanation (ii), the following Explanation 'shall
be substituted, namely;
"Explanation
(ii) Letter Cards of privato manufacture suitably folded and closed on all
sides through gumming or any other effective process may be conveyed by post,
provided the dimensions and other conditions mentioned in this rule are
compiled with."

LOSSES TO TREASURERS IN POST OFFICES DUE TO DETECTION OF
COUNTERFEIT NOTES
The
matter has been examined in consultation with the Reserve Bank of India. The
Reserve Bank of India has intimated that according to the procedure prescribed
by them whenever a forged note is detected, it is required to be impounded and
forwarded to the Police authorities for investigations by the bank. Under no
circumstances the note can be returned to the tenderer or otherwise disposed of
by the bank officials. The amount of short-fall is either recovered in cash or
the amount is debited to the account of tenderer maintained with the bank. They
have further intimated that State Bank authorities do not destroy such notes.
The
matter was further examined with reference to the Departmental rules, In terms
of Rule 55 of F.H.B. Vol.-I acceptance of counterfeit coins or notes is
regarded as a loss of cash. Therefore, Rule 53 of F.H.B. Vol. I provide for
detailed investigation of such cases and the official concerned is asked to
make good the loss only when the lapse on his part is established. Hence it is
felt the present system is adequate to deal with such eventualities.

MINIMUM FREQUENCY OF VISITS BY INSPECTORIAL STAFF:
The
minimum frequency of visit to the mail offices for the field officers of RMS
will be as follows:
i.
SSRMS/SRMS/ASRMs of Divisional office
of city DN-3 visits a week to Mail offices; each night set once a fortnight,
one post office a week.
ii. SSRMS/SRMS/ASRMs
of Divisional office of non-city divisions once a week visit to a mail office
at HQ-3 mail offices in a month outside the HQ. All the sets are to be visited
including the SRO as well as one post office in that place.
iii. SRMs
(Stg) attached to mail offices - should visit one set of the mail office daily
of these two visits will be to the night set every week.
iv. Sub-Divisional
IRMs-once a week visit to each mail office at HQs; once a month visit to all
mail office including all the sets and the SRO and at least one post office.
v. Supdts.
ASRMS/IRMs attached to mail offices should spend major (f) Supdt. of POS ASPos,
IPOs should also make it a point to visit regularly the mail offices to which
POs are consigning mails.
(i) to
check quality of PO sorting and
(ii) to
examine and design a suitable system of PO sorting in their periodicities.

IMPORTANT IRREGULARITIES ETC. TO BE NOTED IN THE ROUGH NOTE BOOK AND MENTIONED IN DAILY REPORT
The
following are the more important irregularities and occurrences which must be
mentioned in the daily report:
i.
All irregularities reported by
telegraph/fax.
ii. Absence
of carrier appointed to receive or deliver mails, the mails detained in
consequence being mentioned;
iii. receipt
or despatch of special bags.
iv. non-receipt of a due mail bag or bags (vide
exception below item (a) of Rule 144. Postal Manual V).
v. opening
of a bag not intended for the section or office by mistake, or owing to its
being mislabelled or damaged, or having suspicious appearance.
vi. receipt
of a bag in damaged condition, or insecurely fastened or with the fastening or
seal defective, or showing signs of tampering;
vii. loss,
over-carriage, mis-sending or mis-delivery of a bag, registered bundle,
press-packet, registered article, or parcel mail article;
viii. mis-connection
of trains or mail buses or air service serving Head Post Office, selection
grade or Class 1 Sub-Post office, the mails delayed or not received in
consequence being mentioned;
ix. receipt
or despatch of a due bag not of the prescribed description,
x.
insubordination or neglect of rules on
the part of the staff;
xi. occasions
on which duties other than those laid down in the memorandum of distribution of
work are assigned to the Sorting Assistant;
xii. illness
of an official while on duty necessitating his leaving off work or quitting the
van, or failure of an official to proceed on duty;
xiii. misuse
of bags;
xiv. disposal
of damaged articles or of an article containing anything injurious or
offensive.
xv. receipt
of (i) an unregistered article containing anything rendering registration
compulsory or (ii) parcel mail article in damaged condition, or showing signs
of tampering, or among articles of the letter mail posted in a letter box or
received in sorting;
xvi. receipt
of parcel mail article without a No. slip, or not bearing the impression of the
date stamp of the office of posting;
xvii. non-preparation
of a station or registered bundle by a Post Office, Mail Office, or section or
of an insured bundle by a Post Office, when the number of article of a Post
Office exceeds the prescribed minimum;
xviii.
all irregularities in respect of
registered articles, insured parcels or insured bags.
xix. late
receipt or despatch of mail from or to the local Post Office, the cause being
stated (applies only to Mail offices);
xx. insufficient
light in the van, or its removal during a trip by the Railway authorities or an
accident occurring to the train and resulting in the detention of the mails,
particulars of the mails delayed being given (applies only to sections); and
2.
In every case where bag or article is received with signs of damage or
tampering or where any bag, article, or due document is missing the Head
Sorting Assistant should be guided generally by the instructions contained in
Chapter 3 on investigations in the Postal Manual, volume V, and he should,
where prescribed, attach the seal, twine, bag or list (as the case may be) to
his daily report.
