Delays in finalization of pension cases:

The Ministry of Finance, Department of Expenditure, Controller General of Accounts, issued an Office Memorandum dated June 24, 2025 on the subject "Delay in finalization of pension cases" with reference to OM dated December 8, 2024, which requested all offices to strictly follow codal provisions for processing and finalizing pension cases.
The office of CGA/CPAO has observed delays in processing/finalizing pension cases and disbursement of pension, identifying the general causes for these delays.
The general causes for delay include:
o Wrong fixation of pay on promotions, NFU, MACP, etc..
o Non-adherence to audit of pay fixation orders within 3 months of issuance and in cases where the employee is due to retire within 4 years, audit must be done on priority.
o Non-verification of service records as per prescribed timelines mentioned in CCS (Pension) Rules, 2021.
o Delay in furnishing of vigilance clearance certificate for processing of pension cases.
o Inadequate knowledge of rules on the part of prospective retirees, leading to delays in filing their pension papers in time.
All Heads of Offices must ensure adherence to timelines from the initiation of pension cases until their finalization and disbursement.
Heads of offices/PAOs must ensure the correctness of pay fixation by mandatory audit, as per DOP&T's OM dated October 3, 2022.
