How is a Departmental Promotion Committee (DPC) formed, and when must the UPSC be associated? 

A Departmental Promotion Committee must be formed with a minimum of three officers, and its total strength does not need to be an odd number because decisions are taken jointly. For promotions involving Group 'A' posts, the Union Public Service Commission (UPSC) must be associated with the committee.
