Clarifications regarding Rule 38 transfer request data in the APT 2.0 system:
• Postal Assistants and Postmen cadres are part of the sanctioned strength of Postal Divisions or GPOs; because they are not posted in MMS Divisions, Rule 38 requests from MMS units for these roles are invalid.
• Sorting Assistants are limited to RMS/MMS establishments, so transfer requests originating from Postal Divisions or other non-RMS units for this cadre will not be entertained.
• Guidelines clarify that the Direct Promotion (DP) quota is not applicable to OBC and EWS categories.
• Officials who have used a Rule 38 transfer must wait three years from the date of that transfer before applying again, provided the earlier transfer was not cancelled.
• Any applications submitted within the three-year cooling period are considered irregular, will not be processed, and may be deleted.
• Only specific offices (including Bengaluru, Hyderabad, Delhi, Chennai, Patna, and Ahmedabad GPOs, and New Delhi and Anna Road HOs) are treated as divisions for vacancy assessment; other Class-I offices require Directorate approval to qualify.
• Rule 38 preferences for the MTS cadre can only be exercised against recognized recruitment authorities, such as Postal/RMS Divisions, specific Regions, FPO/PSD/CSD, and PAO/PTC/RAKNPA.
• During verification, only specific data points can be corrected through a PIS refresh, including designation, date of birth, mobile number, joining dates, email, gender, cadre, group, and mode of recruitment.
• No changes are permitted regarding the target Circle, the type of transfer (Inter/Intra), or the nature of the request (Unilateral/Mutual).
• If a division is split, the "home division" is based on the current posting in the PIS at the time of application; changes to a newly created division require Postal Directorate approval.
• Adding any new office or unit for Rule 38 purposes requires Directorate approval and formal communication to CEPT before being enabled in APT 2.0.
• The online Rule 38 transfer portal will be updated to reflect these changes, and revised Standard Operating Procedures (SOPs) will be issued for compliance.
