What are the priority categories and administrative rules for arranging pending online inter-circle transfer requests of Inspector Posts (IP) and Assistant Superintendent of Posts (ASP) for consideration by the allocation committee?

When the designated committee reviews inter-circle transfer requests, all pending applications must be arranged strictly according to the following category hierarchy:

1. Persons with Benchmark Disabilities are placed at the highest priority.

2. IPs and ASPs who have completed a minimum of 2 years of service in the Assam, Jammu & Kashmir, or North East Circles.

3. Officials returning from military deputation in the Army Postal Service (APS).

4. Officials applying for a transfer based on the location of their spouse.

5. All other IP/ASP applicants, including those returning from deputation in other organizations.

Note on Tie-Breaking: Within each of the five priority categories, applications are sorted chronologically based on the date of submission of the request on the online portal (or the date of receipt for officials returning from deputation). Furthermore, the committee sits at a minimum gap of 3 months between two consecutive sittings, unless an early meeting is required due to promotions or direct recruit availability.
