66. What happens to the timeline for 2nd and 3rd MACPS upgrades if an employee seeks a unilateral transfer to a lower post?
They will be entitled to 2nd and 3rd upgrades on completion of 20/30 years of regular service counted directly from the date of their initial appointment to the post in the new organization.

67. Can an employee receive a MACPS upgrade if they formally refuse a regular promotion before becoming entitled to the financial upgradation?
No, if a regular promotion is offered but refused before the entitlement arises, no financial upgradation shall be allowed as the employee has not stagnated.

68. Can a financial upgradation already granted due to stagnation be withdrawn if the employee subsequently refuses a regular promotion?
No, if financial upgradation has already been allowed due to stagnation, a subsequent refusal of promotion is not a ground to withdraw it.

69. What is the administrative penalty regarding future upgrades if an employee refuses a promotion after getting a stagnation upgrade?
They will not be considered for further financial upgradation until they agree to be considered for promotion again, and the next upgrade will be deferred to the extent of the debarment period.

70. Are cases of employees holding higher posts purely on an ad-hoc basis considered by the Screening Committee?
Yes, their cases are considered along with others. They may be allowed the benefit on reversion to the lower post or if it is beneficial vis-à-vis ad-hoc pay.
