What are the proposed changes regarding eligibility and service conditions for Inspector Posts (IP) Line and General Line (GL) officials for promotion to the Postal Services Group 'B' cadre under the proposed draft Recruitment Rules of 2025? 

According to the 2025 proposed draft Recruitment Rules, the eligibility and service conditions are structured as follows:

Inspector Posts (Level-7) are designated as the feeder grade. The required service condition is 8 years of regular service in the grade. Because there is no separate seniority list for the Assistant Superintendent of Posts (ASP) cadre, a specific provision is incorporated to count regular service rendered in the ASP (Level-8) grade toward this eligibility requirement. 

Both Inspector Posts and Higher Selection Grade-I (HSG-I) officials of all offices are eligible for the Limited Departmental Competitive Examination (LDCE), provided they have completed 5 years of regular service. 

 Lower Selection Grade (LSG) and Higher Selection Grade-II (HSG-II) officials are proposed to be removed from the eligibility list to prevent "level jumping," adhering to DoP&T instructions. Furthermore, it is proposed to eliminate separate sub-head quotas for IP and GL line officials, fixing a single common quota percentage for promotion under the LDCE.
