65. Rules Digest - Rotational Transfer of Staff in Post Offices
• The prescribed tenures for Single-Handed and Double-Handed SPMs, and PAs in double-handed SOs and higher, must be strictly followed.
• Despite rules requiring PMG/CPMG approval for tenure overstay, Divisional Heads often continue staff beyond their tenure under various pretexts, and inspecting officers frequently don't object. This practice is to be curbed.
• It is incorrect to continue a PA in a double-handed SO as an SPM in the same office, ignoring their previous tenure as a PA and starting the SPM's tenure afresh. The overall office tenure should be strictly observed.
• These instructions must be kept firmly in mind during all transfer, posting, and rotational transfer decisions.
Regarding rotational transfer of staff working in post offices
Tenures of Single handed and double handed SPMs and PAs working in double handed SOs and above must be observed very strictly. Although instructions exist on the overstayal of tenure has to be personally approved by the PMG/CPMG, many cases are noticed where Divisional Heads manage to continue staff beyond tenure on some pretext of the other and the inspecting officers also do not object this. In some cases, PA in double handed SOs is continued there itself as SPM, ignoring his previous stay as PA and treating the SPM.s tenure afresh from that date of posting as SPM.
