Guidelines for Filling Accounts Line Posts in Postal/RMS Wing

1. Identification of Posts: Circles must identify the number of posts required at PA/SA/LSG/HSG levels for Accounts work, which will remain part of the general line.
2. Promotion Restrictions: No further promotions or appointments will be made against posts identified for Accounts work at LSG/HSG levels. Existing LSG/HSG(Accountant) officials will continue in their roles until further promotions as per revised guidelines.
3. Common Seniority Lists: A common seniority list will be prepared for LSG and HSG levels, ensuring that officials are placed according to their seniority in the PA/SA cadre, with specific promotion eligibility based on their current positions.

Preparation of Common Seniority List for LSG and HSG Levels

1. Inclusion of Officials: The common seniority list will include LSG officials in the PO General Line and those already appointed as LSG(Accountant) in PO, as of the date of the guidelines' issue.
2. Ranking Order: Officials will be ranked based on their seniority in the PA(PO) cadre; LSG(Accountant) officials will be placed below LSG(PO) officials who are senior to them and above those who are junior.
3. Similar Procedure for HSG: A similar ranking procedure will be followed for HSG levels, ensuring consistency in promotion eligibility and seniority across both LSG and HSG cadres.

Transfer of Accountants

1. Posting Against Identified Posts: Accountants will be posted against the identified posts for Accounts work at their respective levels, ensuring they remain part of the general line.
2. Eligibility for Transfer: Transfers will be based on the qualifications and current positions of the officials, specifically those who have passed the PO & RMS Accountant Examination.
3. Maintaining Seniority: Transfers will respect the common seniority lists, ensuring that officials are placed according to their seniority in the PA/SA cadre during the transfer process.

• பதவிகளை அடையாளம் காணுதல்: வட்டங்கள் PA/SA/LSG/HSG நிலைகளில் கணக்கு பணிகளுக்குத் தேவையான பதவிகளின் எண்ணிக்கையை அடையாளம் காண வேண்டும், அவை பொது வரிசையில் ஒரு பகுதியாக இருக்கும்.
• பதவி உயர்வு கட்டுப்பாடுகள்: LSG/HSG நிலைகளில் கணக்கு பணிகளுக்காக அடையாளம் காணப்பட்ட பதவிகளுக்கு எதிராக மேலும் பதவி உயர்வுகள் அல்லது நியமனங்கள் செய்யப்பட மாட்டாது. தற்போதுள்ள LSG/HSG(கணக்காளர்) அதிகாரிகள் திருத்தப்பட்ட வழிகாட்டுதல்களின்படி மேலும் பதவி உயர்வு பெறும் வரை தங்கள் பாத்திரங்களில் தொடர்வார்கள்.
• பொது மூப்பு பட்டியல்கள்: LSG மற்றும் HSG நிலைகளுக்கு பொதுவான மூப்பு பட்டியல் தயாரிக்கப்படும், அதிகாரிகள் PA/SA பிரிவில் அவர்களின் மூப்புப்படி வைக்கப்படுவதை உறுதிசெய்கிறது, அவர்களின் தற்போதைய பதவிகளின் அடிப்படையில் குறிப்பிட்ட பதவி உயர்வு தகுதியுடன்.
