Clarification on reservation for Persons with Benchmark Disabilities (PwBDs) based on Temporary Disability Certificates.

·        Temporary disability certificates are not eligible for reservation benefits in direct recruitment or promotions.

·        Only permanent disabilities (40% and above) qualify for age relaxation and reservation under the RPwD Act 2016.

·        New rules effective from 16.10.2024 outline the application process for disability certificates and Unique Disability Identity (UDID) cards.

Process for Issuing a Certificate of Disability/UDID Card

1. Application Submission: The applicant submits an application in Form-IV through the UDID Portal to a notified medical authority in their district or hospital.
2. Medical Examination: The medical authority examines the applicant and assesses the disability based on guidelines issued by the Central Government.
3. Issuance of Certificate: If eligible, the medical authority issues a disability certificate in Form-V or Form-VI and a UDID card in Form-VII, based on the severity of the disability, within three months of the application.

நிர்ணயிக்கப்பட்ட ஊனமுற்ற நபர்களுக்கான (PwBDs) தற்காலிக ஊனமுற்றோர் சான்றிதழ்களின் அடிப்படையில் இட ஒதுக்கீடு குறித்த விளக்கம்:

• நேரடி ஆட்சேர்ப்பு அல்லது பதவி உயர்வுகளில் தற்காலிக ஊனமுற்றோர் சான்றிதழ்கள் இட ஒதுக்கீடு சலுகைகளுக்கு தகுதி பெறாது.
• RPwD சட்டம் 2016 இன் கீழ் வயது தளர்வு மற்றும் இட ஒதுக்கீட்டிற்கு நிரந்தர ஊனங்கள் (40% மற்றும் அதற்கு மேல்) மட்டுமே தகுதி பெறுகின்றன.
• 16.10.2024 முதல் நடைமுறைக்கு வரும் புதிய விதிகள் ஊனமுற்றோர் சான்றிதழ்கள் மற்றும் தனித்துவமான ஊனமுற்றோர் அடையாள (UDID) அட்டைகளுக்கான விண்ணப்ப செயல்முறையை கோடிட்டுக் காட்டுகின்றன.

உரிமைகள் ஊனமுற்ற நபர்கள் சட்டம், 2016 இன் கீழ் அங்கீகரிக்கப்பட்ட ஊனங்கள்:

• மன நோய்
• ஆட்டிசம் ஸ்பெக்ட்ரம் கோளாறு
• குறிப்பிட்ட கற்றல் குறைபாடுகள்
• நாள்பட்ட நரம்பியல் நிலைமைகள்
• மல்டிபிள் ஸ்களீரோசிஸ்
• பார்கின்சன் நோய்
• ஹீமோபிலியா
• தலசீமியா
• சிக்கிள் செல் நோய்
• தசைச் சிதைவு
• அமில தாக்குதல் பாதிக்கப்பட்டவர்
• பெருமூளை வாதம்
• பல குறைபாடுகள் (மேலே உள்ள பட்டியலில் இருந்து இரண்டு அல்லது அதற்கு மேற்பட்டவற்றின் கலவை)

ஊனமுற்றோர் சான்றிதழ்/UDID அட்டை வழங்கும் செயல்முறை:

• விண்ணப்ப சமர்ப்பிப்பு: விண்ணப்பதாரர் தங்கள் மாவட்டம் அல்லது மருத்துவமனையில் அறிவிக்கப்பட்ட மருத்துவ அதிகாரிக்கு UDID போர்டல் மூலம் படிவம்-IV இல் விண்ணப்பத்தை சமர்ப்பிக்க வேண்டும்.
• மருத்துவ பரிசோதனை: மருத்துவ அதிகாரி விண்ணப்பதாரரை பரிசோதித்து, மத்திய அரசால் வெளியிடப்பட்ட வழிகாட்டுதல்களின் அடிப்படையில் ஊனத்தை மதிப்பிடுகிறார்.
• சான்றிதழ் வழங்குதல்: தகுதியுடையவராக இருந்தால், மருத்துவ அதிகாரி ஊனமுற்றோர் சான்றிதழை படிவம்-V அல்லது படிவம்-VI மற்றும் UDID அட்டையை படிவம்-VII இல், ஊனத்தின் தீவிரத்தின் அடிப்படையில், விண்ணப்பம் செய்த மூன்று மாதங்களுக்குள் வழங்குகிறார்.
