What rules govern the structural "up-gradation" or "down-gradation" of civil posts, and how do these actions impact the overall sanctioned strength?

The structural up-gradation of an existing post to a higher Pay Level or Grade Pay can only be executed based on a comprehensive cadre review, a significant enlargement of duties, or a formal recommendation approved by the Cabinet or the Department of Expenditure. Conversely, down-gradation may be introduced as an administrative measure when the responsibilities of a position diminish or when filling an intermediate vacancy during transitional periods. Both up-gradation and down-gradation proposals must ensure that they do not distort the hierarchy of the cadre and must be neutral to the overall financial layout or balanced by a matching surrender of posts where required.

What specific documentation and verification mechanism must accompany a post-revival proposal before it can be submitted to the Ministry of Finance?

Every proposal submitted to the Department of Expenditure for the revival of long-vacant or deemed abolished posts must be accompanied by a rigorously completed checklist as specified in Annexure-II of the compendium. This documentation must explicitly confirm the date the vacancy occurred, the efforts made to fill it chronologically, an explanation of how the work was managed during the vacancy period, and the clear, joint signatures of both the concerned Joint Secretary and the Financial Advisor of the Administrative Ministry.
