GDS Limited Transfer – Revised Guidelines & procedures
• In supersession of all the previous orders including the previous orders dated 15.7.2021, 24.2.2023 the transfer policy for GDS was released on 10.10.2024.
• The minimum condition of service was enhanced from one year to two years. The period will be counted from the date of engagement to the last date fixed for submission of application.
• However, it has been relaxed till 31.12 2025 for the GDS engaged prior to 1.7.2024. After 31.12.2025, it will be 2 years.
• For mutual transfer facility, it will be one year only.
• Male GDS will be provided two chances to avail transfer for entire career. Female GDS will get three chances. There will be a cooling period of one year of continuous engagement between two successive transfers.
• The transfer is permissible only in the same level of TRCA.
• For example, BPM Level 1 with BPM Level 1 or with ABPM Level 2 in the same TRCA Slab.
• BPM Level 2 only with BPM Level 2.
• ABPM/Dak Sevak Level 1 with same Level 1 only.
• ABPM/ Dak Sevak Level 2 with same Level 2 or with BPM Level 1 with other conditions.
• ABPM/ Dak Sevak - From Postal to RMS and vice versa in the same TRCA Slab.
• Dak Sevak in RMS – BPM/ABPM/Dak Sevak in the same TRCA
• It will be half yearly cycle only. Will be opened before the GDS on line engagement cycles so that the GDS can avail maximum number of vacancies.
• They can apply for any or all vacant posts in one division in order or preference at a time.
• The transfer will be at the own cost of GDS.
• Transfer application will be processed after completion of verification formalities (caste, education, police verification). If any pending as on the last date, the application will be rejected.
• If transferred to a post on administrative/vigilance grounds transfer will not be considered if the pendency of investigation, Disciplinary proceedings and currency of major penalty.
• If under put off duty, the application will not be recommended.
• Refusal to accept approved transfer will be construed as one chance. The application can be withdrawn before approval. After approval before getting relieved declines it will be construed as one chance.
• On transfer the past service will be taken for appearing departmental examination as well as annual increase in the TRCA.
• After joining he cannot go back to the same post. However he can apply fresh by losing one chance if the post is vacant subsequently.
• On transfer he will be ranked junior in the seniority list of the new unit. He will seniority for the MTS selection on seniority. It will come only if he gains seniority in the new divisions.
• If the transfer is within the same division/ sub division interse seniority will be decided based on the date of appointment in the division.
• If two or more application received for a same post the preference will be
i. GDS with PwD
ii. Female GDS on spouse ground
iii. Male GDS on spouse ground
iv. Date of engagement
v. Female other than spouse grounds
vi. Date of birth
vii. Date & time of application ( submitting application )

Note: In the above orders refusal to accept approved transfers cooling period of 1 year applied. The GDS after refusal working in the same post. Hence such period would be treated as part of the total cooling off period.
