Elimination of Nil Transaction Branch Post Offices
The subject of the communication is the elimination of Branch Post Offices (BOs) with nil transactions across all product categories, including Speed Post/Parcel, Savings Bank (SB), and PLI/RPLI.
A recent review by the Honorable Minister of Communications (HMoC) showed dissatisfaction with the status of BOs with nil transactions.
The HMoC has instructed that all such BOs must be removed from the nil-transaction list immediately and that this status must be maintained consistently.
Prompt and measurable action is imperative to reduce the number of Nil Transaction BOs to zero through focused field-level intervention.
Divisional and sub-divisional officers must be deployed for field-level supervision and to support BOs in increasing transactions.
The continuation of nil-transacting BOs is deemed unacceptable as it does not align with the operational expectations of the Department.
To achieve these objectives, an All-India Campaign will be conducted across all Circles.
Circles must ensure maximum transactional activity at each BO during the specified periods, with a minimum of one transaction per BO.
All transactions must be genuine and revenue generating for the Department.
The campaign periods for specific activities are as follows:
o Speed Post campaign: December 9, 2025, to December 10, 2025.
o PLI/RPLI campaign: December 16, 2025, to December 17, 2025.
o POSB campaign: December 22, 2025, to December 23, 2025.
Discrepancies were observed in the number of BOs reported by some Circles. Circles are requested to furnish updated data on the total number of BOs, specifically identifying those that have been closed or upgraded but are still appearing as active, and to take necessary corrective action.
This matter is to be treated as a priority , with a clear and measurable reduction in Nil Transaction BOs expected within the stipulated timeline.
