According to the Department of Posts Postman and Mail Guard (Group 'C' post) Recruitment (Amendment) Rules, 2020, what are the modified minimum educational qualifications required for both posts, and what are the detailed conditions and penalties regarding the possession of a driving license for the Postman cadre?
Revised Educational Qualifications:
For the post of Postman: A candidate must have passed the 12th standard from a recognized Board. However, for individuals who are already working as Gramin Dak Sevaks (GDS), the minimum qualification is a pass in the 10th standard from a recognized Board. The candidate must also possess knowledge of the local language (having studied it up to at least the 10th standard) and a basic knowledge of working on computers.
For the post of Mail Guard: A candidate must have passed the 12th standard from a recognized Board. Similar to the Postman cadre, individuals working as Gramin Dak Sevaks (GDS) only require a pass in the 10th standard from a recognized Board. Knowledge of the local language (studied up to 10th standard) and computer literacy are also mandatory.
Driving License Requirements and Compliance Window (Postman Cadre only):
A candidate must possess a valid driving license to drive a two-wheeler or light motor vehicle.
Candidates who are persons with disabilities are completely exempted from the driving license requirement.
A candidate who does not possess a valid driving license at the time of appointment can still be appointed, but they must acquire and produce the license within a mandatory period of three years from the date of appointment.
Penalties for Non-Compliance (Withholding of Increments):
If an official fails to produce the driving license within the initial three-year period, their periodical increments shall be withheld.
This withholding will continue until they produce the license, or until a total period of five years from the date of appointment has elapsed, whichever is earlier.
Once the license is produced, or when the five-year maximum period expires, the official's pay will be restored prospectively to the level it would have reached had the increments not been withheld. However, no arrears of pay will be paid for the intervening period during which the increments were withheld.
