Policy guidelines for establishing Delivery Centres to enhance postal article delivery efficiency. 

Delivery Centres (DC) aim to centralize delivery operations for efficiency. 
Focus on merging low-volume delivery Post Offices (POs) into high-volume DCs.
Delivery POs on city peripheries may continue operations if not feasible for DCs. 
Staff calculations must include provisions for Sunday/Holiday deliveries and staff absences. 
Leave reserves should be factored into staff strength calculations. 
IPPB/Aadhaar work is incentive-based and not included in sanctioned strength calculations. 
Delivery staff should make two delivery attempts per day once technical solutions are implemented. 
Mechanization of delivery is expected to improve efficiency and reduce idle work hours. 
Delivery norms will be revised based on actual workload and geographical challenges. 
Emphasis on home delivery; customers may opt for window delivery at DCs. 
Concerns raised about increased travel distances for customers to collect articles.
Suggestions for live tracking and QR payments for COD articles to enhance customer experience. 
Space constraints for setting up DCs may require renting additional space.
Existing departmental buildings should be reorganized to accommodate DCs. 
Basic amenities for staff in DCs will be provided as per existing guidelines. 
Pilot projects will be conducted to assess the effectiveness of DCs before nationwide rollout.
Sufficient delivery staff will be allocated based on workload and mail volume. 
The implementation of DCs will consider operational feasibility and infrastructure availability.

1. Initiatives like route rationalization, OTP-based delivery, paperless delivery, and app-based calling will be implemented under IT 2.0 to enhance delivery efficiency. 
2. The feasibility of two delivery attempts per day will be decided after IT 2.0 rollout.  Currently, IT 1.0 does not support this functionality. 
3. Fuel reimbursement charges are calculated based on average fuel prices and mileage, including periodic maintenance costs.  The formula is linked to state-specific fuel prices and assumes a mileage of 40 km per liter. 
4. Delivery beats will be reorganized to ensure each delivery staff has a prescribed workload.  Low-volume beats may be combined with others, and fuel reimbursement will be provided for the additional distance covered. 
5. Supervisory roles in Delivery Centres will be assigned to PS Group 'B'/ASP/HSG-I/HSG-II/IP/LSG level officers as per existing establishment guidelines. 
6. Electric two-wheelers may be hired by Circles/Regions/Postal Divisions for delivery staff who do not own vehicles. 
7. Delivery norms, including time factors for congested and non-congested areas, will be revised after proper work studies once Delivery Centres are functional. 
8. Phase I of the implementation involves setting up 430 Delivery Centres to test their effectiveness before nationwide rollout. 
9. Necessary changes in bag closing patterns from NSH/ICH/PH to Delivery Centres will be issued by field units, and CSI changes will be incorporated. 
10. Staff redeployment across divisions is not anticipated, and staff will work under the supervision of the Delivery Centre manager, who reports to the Divisional Head. 
11. BO mail delivery can be managed through Delivery Centres, Delivery POs (Account Offices), or Branch POs, depending on distance and operational efficiency. 
12. Delivery staff can claim fuel reimbursement for vehicles owned by themselves, immediate family members, or authorized vehicles.  Self-declaration will replace the authorization letter requirement. 
13. Field units will provide basic facilities like toilets, dining halls, and recreation rooms as per existing staff guidelines.
14. Weekly offs are provided, and holiday allowances will be paid for Sunday duties. 
15. The Department will transition to electronic delivery slips under IT 2.0. 
16. Delivery targets are indicative and will be adjusted based on terrain, mail volume, and other factors. 
17. Delivery Centres will include treasury functions for handling cash transactions.
