Meeting held on August 20, 2025, between the Department of Posts and R3 & R4 unions

The meeting was chaired by the Secretary (Posts) and attended by officers of the Department of Posts and representatives of the All India RMS & MMS Employees Union Group 'C' and the All India RMS & MMS Employees Union Mail Guard & MTS Group 'C'.
The Secretary (Posts) congratulated the unions for their cooperation during the implementation of IT 2.0, which was described as a complex software integration and a matter of national pride.
The Secretary announced plans to strengthen the physical infrastructure for mail and parcels over the next 5-6 years.
The Department's evolution beyond traditional postal services to include citizen-centric public utility services was highlighted.
The Secretary urged the associations to withdraw a proposed strike and continue their cooperation.
The union representatives appreciated the Department for arranging the meeting and acknowledged the welfare actions taken in the last year.

Itemized Demands and Decisions

1. Withdraw the proposal for the closure and downgrading of Mail offices/ICH/NSH/PH issued on July 14, 2025. - The matter was reviewed, and the decision to streamline mail operations by integrating registered and Speed Post articles into a unified network stands. The Department noted that this initiative aims to reduce transit times, enhance connectivity, and improve operational efficiency and customer satisfaction. However, if any specific issues arise from the closure of a particular ICH, the association can bring it to the attention of the MO Division for review.
2. Approve the recommendations of CPMGs for the constitution of ICH. - The matter has been examined based on reports from the concerned Circles, considering both operational and financial aspects, and decisions are made on a case-by-case basis.
3. Constitute L2PH and ICH in all Mail offices that existed as of January 1, 2024.- ICHs are created based on factors like volume, delivery advantages, and geographical conditions. Any proposals from Circles are examined in detail against these criteria.
4. Restore all RMS Sections that were closed during and after Covid-19. - The requirement for RMS sections/offices is examined based on operational and financial aspects, and a decision is made on the merits of each case after reviewing reports from the concerned Circles.
5. Fill all vacant posts in RMS & MMS (Drivers in Delhi/Gujarat and other cadres). - A D.O. letter is being sent from Member (P) to the Gujarat and Delhi Circles asking them to expedite recruitment in a time-bound manner. A status report is also being requested within a month.
6. Construct departmental buildings on all departmental plots to house all mail operations under one roof. - This will be done based on need, priority, and the availability of funds. The Department also noted that it has constructed 202 postal buildings on vacant postal lands since 2021-22.
7. Ensure specific benefits for the security of MMS Employees, including Risk Allowance, Air Bag facility in vehicles, Special Insurance Scheme, and Air conditioning in vehicles. - Risk Allowance: The Ministry of Finance, Government of India, does not allow this specific allowance. Air Bag facility: Vehicle manufacturers do not provide airbags in operational vehicles. Special Insurance Scheme: This issue will be examined in consultation with the association and in accordance with the policy incorporated by IPPB. Air conditioning: The matter is currently under examination for further necessary action.
