According to the proposed Department of Posts (Higher Selection Grade-II) Recruitment Rules, 2019, the regulatory and structural framework for the HSG-II cadre within the Railway Mail Service (RMS) Wing is defined as follows:
1. Classification and Pay Matrix Level
Classification: General Central Service, Group 'B', Non-Gazetted, Non-Ministerial.
Level in the Pay Matrix: Level-6 (₹35,400 – ₹1,12,400).
2. Breakdown of Recruitment Methods
The vacancies in this cadre are bifurcated and filled up through two distinct operational tracks:
Track 1: 50% by Promotion on a seniority-cum-fitness basis.
Track 2: 50% by Promotion through a Limited Departmental Competitive Examination (LDCE).
3. Track-Wise Feeder Grade Eligibility Criteria
The criteria establish regular service benchmarks as on the crucial date determined by the Central Government:
For Promotion via Seniority-cum-Fitness:
Officials must be holding the post of Lower Selection Grade (LSG) in the Railway Mail Service Wing (Level-5).
They must have completed a minimum of six years of regular qualifying service in that grade.
They must successfully complete a mandatory Departmental Training program of not less than two weeks' duration relating to the duties and responsibilities of HSG-II posts.
For Promotion via LDCE:
Officials must possess a minimum of six years of regular qualifying service combined across specified grades.
Eligible feeder categories include:
1. Lower Selection Grade (LSG) in the Railway Mail Service Wing (Level-5), including any regular service put in as a Sorting Assistant.
2. Sorting Assistant (Level-4).

For considering matters of confirmation, the Group 'B' Departmental Committee consists of:
1. Director of Postal Services — Chairman
2. Assistant Postmaster General — Member
3. Senior Superintendent of Railway Mail Service Offices — Member
