According to the Department of Posts guidelines dated 26.10.2023 regarding the Limited Departmental Competitive Examination (LDCE) for the PA/SA cadre, what is the exact procedure a candidate must follow to exercise their preferences for cadres and divisions, and how are these preferences evaluated during the preparation of the merit list?

A candidate must first choose and rank their order of preference for the specific cadres they wish to join (e.g., Postal Assistant (Post Office), Sorting Assistant (Railway Mail Service), or Postal Assistant (Circle Office and Regional Offices)). After specifying the cadre hierarchy, the candidate must then list their order of preference for the specific Divisions or Units they intend to be considered against.

A candidate will only be considered for a cadre or a Division/Unit if they have explicitly opted for it in their preference form. If a candidate fails to give an option for a particular cadre or Division/Unit, their candidature will not be considered for that option while preparing the merit list, regardless of their performance.

The selection system evaluates preferences sequentially: a candidate is first considered for their 1st preferred cadre across all of their opted Divisions/Units. Only if they are not allocated a seat in their 1st choice will the system move on to evaluate their 2nd preferred cadre across all opted Divisions/Units, and so on.
