What are the specific administrative rules governing the Inter-Circle transfer of Inspector Posts (IP) and Assistant Superintendent of Posts (ASP) regarding eligibility, the applicable transfer rules, and vacancy adjustment under the 2023 centralized guidelines?

According to the guidelines dated 15th February, 2023, the management of Inter-Circle transfers for the centrally managed IP and ASP cadres is governed by the following rules:

Inter-Circle transfers of Inspector Posts and Assistant Superintendent of Posts are explicitly not covered under the standard provisions of Rule-38.

An official in the IP or ASP grade is eligible to request an Inter-Circle transfer only after completing one year of regular service in their respective grade.

Because the reservation register is maintained centrally at the Postal Directorate, Inter-Circle transfers for these cadres are considered against actual vacancies available in a Postal Circle, without observing the mode of recruitment or specific category constraints.

As postings in the Postal Directorate (New Delhi) and the Centre for Excellence in Postal Technology (CEPT) are made purely on administrative grounds, these two specific units are not available for transfer on request.
