Who holds the appointing and disciplinary powers for the post of Assistant Superintendent of Posts (ASPOs) following the conferment of Gazetted status, and what infrastructure entitlements are explicitly excluded under the 2005 clarifications?
Following the conferment of Gazetted status on the ASPOs cadre, the administrative and disciplinary authority is distributed as follows:
Appointing Authority: The Head of Circle serves as the appointing authority for ASPOs.
Disciplinary Authority for Major & Minor Penalties: The Head of Circle is empowered to award major penalties as well as minor penalties (i) to (iv) under Rule 11 of the CCS (CCA) Rules, 1965.
Disciplinary Authority for Minor Penalties Only: The concerned Director of Postal Services (DPS) is vested with the power to award minor penalties under Rule 11 of the CCS (CCA) Rules, 1965.
Cadre Status & Exclusions: Even after gaining Gazetted status, the post remains a Circle Cadre. Furthermore, ASPOs are explicitly not entitled to stenographic/clerical assistance, an orderly, or a government vehicle.
