What are the rules regarding the "Junior-Senior Clause" and the composition of the Departmental Promotion Committee (DPC) for promotion to the Postal Service Group 'B' cadre as detailed in the draft Recruitment Rules, 2024?
If a junior official who has completed the qualifying/eligibility service is being considered for promotion, their senior will also be considered. This applies provided the senior is not short of the required qualifying service by more than half of the prescribed period or two years (whichever is less), and has successfully completed their probation period.
The Departmental Promotion Committee consists of the following members:
1. Chief Postmaster General or equivalent (Chairperson)
2. Director of Postal Services or equivalent
3. Senior Superintendent of Post Offices (STS level) or equivalent
