Circulation of the Terms of Reference (ToR) of the 8th Central Pay Commission (CPC).

Ministry of Personnel, Public Grievances & Pensions (DoPT) letter dated 23.01.2025, which stated that the Government decided to constitute the 8th CPC and its ToRs were under finalization.
The Staff Side of the National Council (JCM) has already submitted its views and suggestions on the ToRs to the DoPT.
There is widespread speculation and uncertainty among Central Government employees and pensioners due to the delay in the formal issuance of the ToRs.
Apprehensions are growing among employees regarding the announcement of the 8th CPC.
A serious concern exists for pensioners, particularly regarding the possibility that the Government might not extend the benefit of pay fixation under the 8th CPC to them, leading to insecurity and resentment.
NJCM Staff side requests clear and widely circulated guidelines on the finalized ToRs to dispel ambiguity and restore confidence.
It demands a formal directive ensuring that the benefits of pay fixation and revision under the 8th CPC are extended to all Central Government pensioners to ensure fairness.
It urges the constitution of the 8th Central Pay Commission (CPC) committee at the earliest.
A prompt decision will boost the morale of employees and pensioners and reaffirm the Government's commitment to a fair and inclusive pay policy.
