56. Whether the APM who acts as PM in the absence of the regular PM on leave is entitled to 45 minutes OTA per day?
 
Yes. The provisions for post-attached Quarters SPM have been applied to APMs also. (DG (P) No. 3-4/77-PCC dated 01.07.1982)

CYCLE ALLOWANCE
57. Whether the distance criteria prescribed by nodal ministry is applicable in case of Postman for grant of Cycle maintenance Allowance?
 
No. The distance criteria has been relaxed, and Postmen utilizing cycles for delivery of mails shall be granted the allowance without any distance criteria. (DG (P) No. 16-1/2006-PAP dated 09.08.2007)

HOUSE RENT ALLOWANCE
58. Whether the employees are eligible for the grant of HRA/rent-free accommodation when working at another station on a local basis?

If a Government servant is ordered to work on a local basis at a station other than his headquarters, he will continue to draw the House Rent Allowance (HRA)/rent-free accommodation at the old station for a period not exceeding 180 days (six months). If the period exceeds six months, he will be paid at the new station. (FR 45-B (2))

59. Whether the employee is entitled to draw HRA during the period of suspension? 

If the suspension period covers a full calendar month, HRA is not admissible. If the suspension period is partial, the HRA will be paid on a pro-rata basis. (SR 2 (B))

60. If the husband and wife are both Government servants and one gets Government accommodation and the other does not reside in it, is the other entitled to HRA? 

No. When the family (including spouse) of an employee occupies rent-free quarters (i.e., a Government servant is allotted accommodation), the other spouse, even if a Government servant, is not entitled to HRA. (FR 45-A)
