What are the targets and selection criteria for upgrading rented Post Offices to "Project Arrow" standards during the 2024-25 financial year?

As per the directions of the Hon'ble Minister of Communications (MoC), the Department of Posts aims to upgrade the "Look and Feel" of 1,000 Post Offices functioning in rented buildings across 469 Divisions to the prescribed Project Arrow standards within the current financial year (2024-25). To implement this, Circle heads must nominate at least one Post Office from each division based on the following criteria: 

The Post Office should be located on the ground floor or in a standalone building, preferably in an urban area or district headquarter. 

Selection should prioritize offices with high footfall and those that are three-manned (1+2) with two counters. 

There must be sufficient space for interior upgrades (such as counters, customer benches, and writing ledges) and for installing an exposed signage board as per Project Arrow guidelines. 

The work involves a budget of Rs. 2 Lakh per office (Rs. 50,000 for building work like colour washing and Rs. 1.5 Lakh for removable items like new counters, signages, and furniture).
