PAY, FIXATION, STEPPING UP OF PAY TRANSPORT ALLOWANCE
21. Whether the senior joins the higher post later than his junior and draws lesser pay can claim stepping up of pay with his junior?
No, the senior cannot claim stepping up of pay at par with the junior (Para 2 (c) of GIO (27) under FR 22), as the anomaly is due to the senior joining late. (Para 2 (c) of GIO (27) under FR 22)
22. Whether the facility of availability of exercising option shall be intimated to the officials on promotion in the orders?
Yes, the promotion order should contain the availability of option available to the promoted official. (DOPT OM No. 13/2/2008-Estt (Pay I) dated 10.09.2008)
23. What are all the periods which will count for increment?
All periods of duty; Service in another post (not less pay); All kinds of leave, other than EOL (except EOL on MC, due to civil commotion, for higher studies); Deputation; Foreign service; Joining time; and Period of training before appointment. (FR 26)
24. If a Postal Assistant is ordered to officiate as Steno, whether he is entitled to higher pay?
Postal Assistants with a qualification in the examination of Technical Educations are entitled to the cadre pay of Steno. (FR 49)
TRANSPORT ALLOWANCE
25. An official is on leave for one month from the 10th to the 9th of the next month. Whether the Transport allowance is entitled for the leave period or not?
Yes, the official is entitled to Transport Allowance for both months, as the one month leave is spread over for two calendar months. If the period of absence does not cover any calendar month in full, Transport Allowance is admissible for the entire month. (OM No. 21(2)/2001-E.II (B) dated 26.11.2001)
