"Reservation in Promotion to Persons with Benchmark Disabilities"
The clarifications address modalities for providing this reservation and the handling of unfilled vacancies.
The benefit of reservation in promotion is to be extended to PwBD employees notionally effective from June 30, 2016.
The Department of Personnel and Training (DoPT) had issued guidelines (O.M. dated May 17, 2022) and subsequent modalities (O.M. dated December 28, 2023) for this.
Circles were requested to send proposals for the creation of supernumerary posts if a vacancy is not available on the date of actual assumption of charge to accommodate such PwBD officials.
DEST is to be conducted for PwBD candidates who are eligible for notional promotion based on a departmental examination held earlier, if they had not previously appeared in the DEST.
DEST must be conducted for such PwBD candidates who are eligible for promotion and are not exempted as per existing guidelines.
The need for creating supernumerary posts is required only when a vacancy is not available on the date of actual assumption of charge by the official who qualifies DEST.
PwBD candidates within the normal zone of consideration shall be considered for promotion. If adequate PwBD candidates of the respective category aren't available, the zone may be extended to five times the number of vacancies.
If no candidates are available even in the extended zone, the vacancy is carried forward to the subsequent year.
In the subsequent year (2nd year of vacancy), if a PwBD of the required category is not available, the reservation can be exchanged with another category of disability. A PwBD candidate of another category within the zone of consideration cannot be denied promotion on the grounds of disability.
If the post cannot be filled by reservation even in the 2nd year, it may be filled by a person other than a PwBD. The reservation shall then be carried forward for two subsequent recruitment years, after which it shall lapse.
Any recruitment of PwBD candidates must first be counted against vacant posts brought forward from previous years in chronological order to minimize lapse of reservation. The older carried-forward posts are filled first, and current vacancies are carried forward if not filled up.
Filling PwBD Vacancies for Postman/Mail Guard (PM/MG) (Issue 3): PM/MG posts are filled by two methods: (i) 50% by promotion of Multi-Tasking Staff (MTS), and (ii) 50% by direct recruitment on the basis of a competitive examination limited to Gramin Dak Sevaks (GDS).
Filling PwBD Vacancy Process: An identified PwBD vacancy which could not be filled up first in  method (i) (promotion), may be filled up with method (ii) (direct recruitment).
If the identified category of PwBD candidates is still not available after method (ii), the vacancy is carried forward to the subsequent year for filling up with method (i).
In the subsequent year, if the required PwBD category is not available via method (i), the vacancy shall be filled by the exchanged method.
If some vacancies remain unfilled in the subsequent year after the exchange method via (i), they may be filled by a person  other than PwBD using method (i), and the reservation is carried forward for two subsequent recruitment years for filling with method (i), after which it will lapse.
