11. Suppose, an official availed EOL (Without MC) for more than six months and is not having six months qualifying service as of 1st July, what will be the fate of his increment?
He will not draw the increment. The date of increment shall be postponed to 1st July of the next year. (DOPT OM No. 16/8/2002-Estt (Pay I) dated 25.02.2003)
12. Where more than one penalty of withholding increments is imposed against an official at the same time, how can it be given effect to?
The penalties shall be implemented one after the other. The increment due is allowed between the implementation of the first penalty and the next, and the next penalty is implemented from the date of the subsequent increment due. (DOPT OM No. 16/8/2002-Estt (Pay I) dated 25.02.2003)
13. An official is ordered to officiate in a higher post first for 10 days and subsequently extended for another 10 days. Whether he is entitled to higher officiating pay?
Yes. Although the first spell is less than 14 days, if it is subsequently extended and the total period exceeds 14 days or more, the official is entitled to higher pay. (FR 49)
14. If a Government servant dies while on leave, Whether the due increment becomes due during the leave period shall be drawn and paid to the family or not?
Leave salary may be allowed to members of the family, giving the benefit of such increment from the due date without waiting for rejoining. (DOPT OM No. 16/8/2002-Estt (Pay I) dated 25.02.2003)
15. Whether an official on transit is entitled to draw increment if it becomes due during the transit period?
Increment falling due during the Joining Time will be drawn only on joining duty. During joining time, one draws pay equal to the pay drawn on the date of relinquishing charge of the old post. (Rule 7, CCS (JT) Rules)
