Conditions and procedures for the de-earmarking of earmarked quarters for officers

What are the specific conditions and procedures for the de-earmarking of earmarked quarters for officers such as SSP, DPS, DAP, PMG, GM(Fin), and CPMG?

Under order No. BDG-205/1/2022-Building-DOP dated 30.09.2022, the competent authority decided that a Chief Postmaster General (CPMG) may notify the de-earmarking of any earmarked quarter in the Circle—specifically Type IV, V, and VI quarters including those for Divisional Heads —if the residence is uninhabitable or below the officer's entitled category, provided the Directorate is intimated. The period of de-earmarking must be co-terminus with the tenure of the specific officer for whom it is de-earmarked , during which time the unit may be allotted to other suitable officers to prevent it from remaining vacant. The earmarked status is automatically restored once the officer completes their tenure through retirement, transfer, resignation, or death, at which point the CPMG must ensure the quarter is vacated within two weeks for the next entitled officer.
