How is the "place of duty" and eligibility for city-rate HRA determined under Order No. 2/4/2022-E.IIB dated 30.12.2022?
Under Order No. 2/4/2022-E.IIB dated 30.12.2022, HRA is admissible based on the "place of duty," regardless of where the employee actually resides. The limits for these orders include the named municipality or corporation and contiguous suburban areas or cantonments. Staff working within 8 kilometres of a qualified city's municipal limits may be allowed HRA at that city's rates, provided a dependency certificate is obtained from the Collector and referred to the Ministry of Finance for an initial 3-year sanction. This benefit also extends to town panchayats that are generally dependent on a qualified city and fall within the 8 km limit.
