What is the criteria for city classification and the corresponding HRA rates according to Order No. 2/4/2022-E.IIB dated 30.12.2022?
As Per Order No. 2/4/2022-E.IIB dated 30.12.2022, cities are classified based on population from the latest Census Report into three categories: 'X' for populations of 50 lakhs and above (24% HRA), 'Y' for 5 lakhs to 50 lakhs (16% HRA), and 'Z' for below 5 lakhs (8% HRA). These rates are subject to automatic revision: they increase to 27%, 18%, and 9% when the Dearness Allowance (DA) crosses 25%, and further to 30%, 20%, and 10% when DA crosses 50%.
