What is the revised procedure for Central Government employees to become eligible for House Rent Allowance (HRA) regarding the requirement of applying for government accommodation?

According to the Ministry of Finance (Department of Expenditure) Office Memorandum No. 2/5/2017-E.IIB dated 5th March, 2019 (forwarded by the Department of Posts vide F. No. 4-2/2015-PAP dated 14th March, 2019), the earlier conditions requiring employees to apply for government accommodation and furnish a 'No Accommodation Certificate' (NAC) to become eligible for HRA have been dispensed with. This decision, made in consultation with the Ministry of Housing and Urban Affairs and the Staff Side of the National Council (J.C.M.), applies to all places in respect of General Pool Residential Accommodation (GPRA) controlled by the Directorate of Estates. While these provisions are effective for GPRA from the date of issue, other Ministries or Departments with their own separate pools of residential accommodation may also adopt these simplified provisions wherever feasible.
