Commutation of Pension

76. Explain the procedure for submitting an application for commutation of pension that requires a medical examination.
When a medical examination is required (Rule 16), the application for commutation is submitted to the Head of Office, who then arranges for the medical examination by a Medical Board. The Medical Board assesses the pensioner's health and provides a medical report. Based on this report, the Accounts Officer sanctions or rejects the commutation.

77. How does the Commutation Factor table ensure actuarial neutrality?
The Commutation Factor table (Rule 10) is designed based on actuarial principles, taking into account life expectancy at different ages. While the document does not elaborate on the actuarial calculation, the varying factors based on age aim to ensure that the lump sum payment received is actuarially equivalent to the present value of the pension surrendered over the expected remaining lifespan.

78. Can a provisional pension be commuted? Explain why or why not.
