54. Request for Information on Pay Fixation for PO & RMS Accountants
What is the purpose of the letter from the Ministry of Communications, Department of Posts, dated February 7, 2023?
The letter, with reference number F.NO. 02-17/2022-PAP, requests information from all circles regarding a proposal under consideration by the Department of Expenditure, Ministry of Finance. The proposal is to treat special allowance on par with special pay for pay fixation on promotion or financial upgradation for PO & RMS Accountants. It also seeks to remove the April 22, 1998, time limit, making this applicable to all similarly placed officials.
To move forward with the proposal, the Department of Expenditure has asked for the following information, which the circles were instructed to submit by February 20, 2023:
• The total number of PO & RMS accountants in all circles who would benefit from the proposal. This includes those who drew special allowance or special pay continuously for three years before the implementation of the 7th Central Pay Commission (CPC) and received financial upgradation under the TBOP/MACP scheme until December 31, 2015.
• The financial implications associated with these beneficiaries, along with the concurrence of the Chief Internal Financial Advisor (CIFA).
• The number of pending or disposed-of court cases on this subject, along with their details.
No action seems on floor on this since February 2023.
