49. What was the decision of the Department of Posts on the relaxation of the minimum qualifying service for promotion to the Higher Selection Grade-I (HSG-I) cadre, as outlined in the letter dated January 24, 2024?
In a letter with order number X-4/2/2020-SPN-II, dated January 24, 2024, the Department of Posts announced a one-time relaxation of the eligibility service condition for promotion to the Higher Selection Grade-I (HSG-I).
Previously, the recruitment rules for the HSG-I cadre required five years of regular service in the HSG-II (Level-6) cadre for promotion. However, based on a proposal sent to the Department of Personnel & Training (DoPT) and the Union Public Service Commission (UPSC), the following relaxation was approved as a one-time measure for the vacancy years 2022 and 2023:
• Officials with a minimum of three years of service in HSG-II (Level-6) may be considered for promotion to HSG-I (Level-7).
• For the vacancy year 2022, officials who had completed three years of regular service in HSG-II as of January 1, 2022, were eligible.
• For the vacancy year 2023, officials who had completed three years of regular service in HSG-II as of January 1, 2023, were eligible.
The letter also clarified that officials will only draw the pay of the promotional post from the date they actually assume charge. Circles were requested to conduct review DPCs/DPCs for promotion to the HSG-I post for the vacancy years 2022 and 2023.
