The Directorate General of Posts issued a letter on May 16, 2007, addressing issues with promotions to LSG, HSG-II, and HSG-I, noting that many officials were not being promoted due to failing to meet the required benchmarks in their Annual Confidential Reports (ACRs).
The key instructions were:
• Benchmark for Promotion: The benchmark for all Group C, Group B, and Group A posts (excluding the level of Rs. 3700-5000, pre-revised) is "Good".
• ACR Writing: Reporting and Reviewing Officers were instructed to write ACRs with "proper and due application of mind" and to be aware of the promotion benchmarks while writing them. The letter also noted that ACRs are sometimes written with "indifference" and without "devotion and attention to details".
• DPC Assessment: Departmental Promotion Committees (DPCs) were advised not to be guided solely by the overall grading in the ACR. Instead, they should form an assessment based on the remarks and performance recorded in the individual columns of the ACR. While the prescribed benchmark should not be diluted, the DPC's assessment should be "realistic and objective" to avoid staff grievances and ensure eligible staff are not deprived of their promotions.
