FINANCIAL IMPLICATIONS OF PENALTIES
532. Withholding of Increments
In case of withholding of increments without cumulative effect, financial loss is specific and ascertainable. But, if increment is withheld with cumulative effect, financial loss is immense and not specifically ascertainable. The reason is that not only his pay in the time-scale remains depressed by the number of increments withheld, but his pay will be fixed at a lower stage when he gets promoted to a higher scale, grade or post. Eventually, his pension may also be fixed at a lower stage at the time of his retirement. Even family pension may be affected in some cases.

533. Series of penalties. 
In a case, where a series of penalties of stoppage of increments are imposed, the effect of the first punishment order will continue for the stipulated time. The second penalty will take effect and run its course only after the pay has been fixed at the end of period of the first penalty.

534. Quantum of punishment to be specified. 
It should be clearly mentioned in the order itself whether ‘one increment is withheld for a specified period or the ‘next increment’ is withheld. If the order states that the next increment' is withheld for a specified period, it would mean that all the increments falling due during that period would be withheld because without getting the next increment he cannot get the subsequent increments. In case ‘one increment' is withheld for a specified period, such an order will have the effect of withholding 'one-increment' only over the specified period and he will be able to draw the subsequent increments falling due during the period, the pay, of course, being depressed by the ‘one increment which is withheld (D.G., P&T letter No. 20/41/66-Disc., dated the 14th April, 1967). 

535. Additional increment granted in the midst of punishment
In cases where the additional increment takes effect from a date during the currency of the punishment, the additional increment will be granted from the due date, but the increment will accrue only at the end of the period of penalty, in accordance with the terms of the order of punishment 
[GI MOF O.M. No. 1(23)-E. III(A)/75, dated 18th June, 1975).
