11. What is the procedure for issuing appointment offers to candidates from the Combined Graduate Level (CGL) Examination, and what measures have been implemented to prevent delays?

The procedure for issuing appointment offers to candidates from the CGL Examination has been revised to prevent delays, which have been a recurring problem.
New Procedure for Appointment Offers 
Previously, the verification of character and antecedents caused significant delays, often taking two to six months. To address this, the government decided that the issue of appointment letters need not be withheld pending verification. Appointing authorities are now instructed to issue provisional appointment letters to successful candidates. This is done after the candidate submits a self-declaration and an attestation form, certifying that all the information provided is correct.
Provisional Appointment and Verification 
The provisional appointment letter must clearly state that if any false information is found during the character and antecedents verification, the appointment will be canceled immediately.
The verification process should be completed within six months.
If the verification report confirms that the candidate provided incorrect information, the appointment letter will be canceled, and legal action may be taken.
For positions deemed sensitive, a detailed prior verification may still be required, but this requires a specific exemption from the Department of Personnel and Training (DOP&T).
To ensure timely action, all ministries and departments are advised to submit 
quarterly reports to the Secretary/Head of the Department to review any cases of delay. Additionally, ministries are requested to issue letters for medical examinations and character and antecedent verification within ten days of receiving the recommendation letter from the Staff Selection Commission (SSC). The goal is to issue offers of appointment within  three months from the date of the recommendation letter.
