 250. Daily Rules Recap - FAQ on compassionate appointments

Revised Relative Merit Points System (RMPS) and Standard Operating Procedure (SOP) for handling compassionate appointment applications were issued vide Department of Posts (DOP) letters dated March 23, 2022, and March 24, 2022.
The following cases are mandatorily required to be referred to the Directorate:
o Applicants who do not meet the minimum educational qualification.
o Belated cases of five years or more.
o Cases where an earning member is residing with the family.
o Dependents of missing Government servants.
o Cases where the Head of Circle (HOC) does not agree with the Circle Relaxation Committee (CRC) recommendation.
The five-year period for belated cases will be counted from the date of death to the date of application.
An earning member residing with the family is considered a source of support. Such a member drawing less than ₹9,000 may still be considered for compassionate appointment.
Dependents include: spouse, son, married son, daughter, and, in the case of an unmarried Government Servant, a brother or sister. A married brother will not be considered a dependent. Other family members will not be considered.
Before an appointment, a change of other dependent members may be considered. This will be treated as a fresh application, and the Relative Merit Points (RMP) for the age of the case will be counted from the date of the fresh application.
Family pension is determined on the very next day after death. If it is subsequently revised, it does not affect the RMP calculation.
The RMP will be changed only if a fresh application for a job is submitted; otherwise, the original RMP will remain valid.
If a candidate upgrades their educational qualification and wishes to withdraw their old application, it may be allowed.
The cut-off date for receipt of applications shall be January 31st of the following year. Applications received after this cut-off date shall not be considered by the CRC in April of that year.
It is the responsibility of the Divisional Head to ensure that applications are submitted by January 31st.
Widows may be appointed even without possessing the required educational qualifications.
The CRC is responsible for checking the RMP calculation. Wrong calculations are to be viewed very seriously.
PLI (Postal Life Insurance) and LIC (Life Insurance Corporation) benefit amounts are covered under the "amount of investments" head in the RMPs 2022.
No cases should be straightaway rejected due to being belated or not having the minimum qualification, as there is a provision for relaxation.
A widow can apply for her minor son or daughter after they become major. There is no upper time limit fixed for such cases.
If any facts are suppressed and subsequently found, the family should not be considered for another dependent's compassionate appointment.
Candidates who secure higher RMPs should be considered first.
The CRC should reject a case after the third consideration if it does not merit appointment; it will then be deemed as a rejection.
If a case is not considered for appointment thrice, it should be referred to the next CRC meeting.
Educational qualification for the PA (Postal Assistant) post should not be taken as Graduation for the vacancy year 2020 & 2021.
There is no upper age limit; it may be relaxed as per requirement.
