10. What is the revised guideline for considering seniors for promotion when their juniors are being considered, as per the Office Memorandum No. AB.14017/12/88-Estt. (RR) dated 25th March, 1996?
The revised guideline, which amends a previous note, states that when juniors who have completed their qualifying service are being considered for promotion, their seniors can also be considered. This is provided that the seniors are not short of the required qualifying or eligibility service by more than half of that service or two years, whichever is less. Additionally, they must have successfully completed their probation period for promotion to the next higher grade. This revised note is to be inserted into the relevant service rules or the schedule to the recruitment rules to avoid situations where juniors are promoted over more senior staff.
