Draft Recruitment Rules (2026) for Lower Division Clerk (LDC), Junior Accountant, and Senior Accountant in Postal Accounts Offices
• The draft rules are available on the India Post website for a 30-day period (starting April 8, 2026) for public comments.
• These rules will officially supersede the previous 2010 recruitment rules once published in the Official Gazette.
• Lower Division Clerk (LDC) Specifications: Total Posts: 800 (subject to workload variation). Level 2 in the 7th CPC Pay Matrix (₹19,900 – ₹63,200).
• Direct Recruitment (60%): Age: 18–27 years (relaxable up to 40 years for government servants). 12th Class pass or equivalent. Skill Test: Typing speed of 35 w.p.m. in English or 30 w.p.m. in Hindi on a computer.
• Internal Promotion:
• LDCE (30%): From Group 'C' officials in level-1 with 3 years of regular service and a 12th-grade qualification.
• Seniority-cum-Fitness (10%): From Group 'C' officials in level-1 with 3 years of regular service.
• Junior Accountant: Total Posts: 828 (subject to workload variation). Level 5 in the pay matrix (₹29,200 – ₹92,300).
• Direct Recruitment (60%): Age: 18–27 years (relaxable for government servants). Bachelor’s degree from a recognized university.
• Internal Promotion:
• LDCE (30%): From LDCs and Stenographer Grade-II with 3 years of regular service and a 12th-grade qualification.
• Seniority-cum-Fitness (10%): From LDCs with 5 years of regular service. LDCs must have passed the prescribed typing test to be eligible for promotion to Junior Accountant.
• Senior Accountant: Total Posts: 3,312 (subject to workload variation). Level 6 in the pay matrix (₹35,400 – ₹1,12,400). 100% by promotion.
• Seniority-cum-Fitness (50%): From Junior Accountants with 6 years of regular service who have passed the Departmental Confirmatory Examination.
• LDCE (50%): From Junior Accountants with 3 years of regular service who have passed the Departmental Confirmatory Examination.
• Existing feeder post holders on the date of notification maintain a 3-year eligibility requirement for seniority-based promotion.
• Probation: Generally 2 years for direct recruits, which includes completing induction training.
• Disqualifications: Individuals in polygamous marriages or those with a living spouse who remarry are ineligible unless specifically exempted.
• Crucial Date: Eligibility regarding age and service is determined as of January 1st of the vacancy year.
