167. Whether FR 17 (a) or Rule 23 of GDS Rules may be involved for participation of strike?
The provisions of FR 17 A in respect of Departmental employees and Rule 23 of the GDS conduct & Engagement Rules 2011 may be invoked only in cases of incitement, instances of violence/sabotage etc.

168. Who is the competent authority to initiate action under FR 17 (a)?
Action under FR 17A could be taken only by the PMG and other officers declared as heads of Department. This may be kept in view while taking action.
