99. What simplification was introduced regarding the submission of the Boarding Pass for the settlement of Travelling Allowance (TA) Claims, and what is the new mandatory requirement for the officer preferring the claim?

A circular dated 7th October, 2014 from the Government of India, Ministry of Personnel, Public Grievances and Pensions, Department of Personnel & Training , addressed the difficulties expressed regarding the production of original boarding passes with TA claims. 


In order to simplify the procedure, Order No. 1 of the circular states that the condition of submitting the Boarding Pass along with the settlement of the TA claim is dispensed with.


However, as per Order No. 2, the officer concerned preferring the Travelling Allowance must now attach an undertaking with the TA claims, stating that the journey mentioned has actually been performed by him/her. Other requirements from established procedures must continue to be followed. Additionally, Order No. 3 mentions that the controlling officer may be asked to verify the genuineness of the claim in case of extreme doubt, notwithstanding the above.


The circular contains the following information in Orders No. 1, 2, and 3:

Order No. 1: The condition of submission of the Boarding Pass along with the settlement of the Travelling Allowance (TA) claim is dispensed with in order to simplify the procedure of settlement of TA Claims. This decision was made with the approval of the competent authority.

Order No. 2: The officer concerned preferring Travelling Allowance must now attach an undertaking along with the TA claims. This undertaking must state that the journey, as mentioned in the claim, has actually been performed by him/her. All other requirements, as per the established procedures, must continue to be followed.

Order No. 3: Notwithstanding the above simplifications, in case of extreme doubt, the controlling officer may be asked to verify the genuineness of the claim
