 61. Rules Digest  -  Tenure Posting in Single-Handed and Double-Handed SOs - Preventive Vigilance Measure (Specific Relaxation)

*  This letter refers to a previous communication regarding tenure postings in single-handed and double-handed Sub Offices (SOs) as a preventive vigilance measure.
* Practical difficulties have been identified in posting Sub-Postmasters (SPMs) to four specific single-handed SOs and one Head Office located in the Lahaul and Spiti areas of Kinnaur District.
* It has been decided to grant discretionary powers to the Chief Postmaster General (CPMG), Shimla.
* The CPMG, Shimla, can now personally relax the provisions of the Directorate letter dated September 22, 2005 (which stated officials should not be posted back to the same single/double-handed office after a break) for the four single-handed SOs in the mentioned Lahaul and Spiti areas.
* This discretion is on par with the existing discretion already available to CPMGs/PMGs for relaxing the provision in the case of double-handed SOs.

I am directed to refer to your office letter No. STA/28-16/2000-Rlg., dated 07.03.2008 on the above-mentioned subject.
2. Keeping in view the practical difficulties in the posting of Sub Postmasters in the four single handed Sub Offices and one Head Office in the Lahol and Spiti areas of Kinnor District, it has been decided to vest discretionary powers with the Chief PMG Shimla to post Sub Postmasters in the four single handed SOs by personally relaxing the provisions contained in Directorate letter of even number dated 22.09.2005 on the lines of discretion already available to CPMG/PMG to personally relax this provision in the case of double-handed SOs. However as a measure of abundant precaution such relaxation would be applicable only to that unit, and adequate adherence to preventive measures/ instructions issued from time to time to contain misappropriations will be ensured by the Chief PMG in advance. 
3. This has the approval of DDG (Vig)/ Chief Vigilance Officer.
