52. Settlement of legitimate grievances of the P&T Staff by P&T Officers – Maintenance of cordial relations between the staff and the administration.
• There has been an increase in strikes (tools down, sit-in, etc.) by P&T staff at various locations.
• The Directorate has been in consultation with the Federation of Unions to find ways to avoid such strikes.
• The Federation believes that inadequate attention to employees' genuine grievances by local officers is a contributing factor.
• Specifically, tardy action in cases where employees are assaulted while on duty by non-departmental individuals is a concern.
• Heads of Circles and other controlling officers must ensure that all officers under them are aware of their duties and responsibilities towards the staff.
• Prompt action is crucial when employees on duty are assaulted by local people or employees of other Departments.
• Immediate steps should be taken to address the matter with the concerned department and vigorously pursued until a satisfactory resolution is reached.
• It is expected that taking such action will foster mutual goodwill between staff and administration, which is essential for the efficient operation of P&T services.

Lately, there have been a number of cases where the P&T staff have resorted to strikes in various forms, like tools down strike, sit-in strike, etc. at various stations. This has been engaging the attention of the Directorate and consultation have been held with the Federation of the Unions with a view to find out how such strikes, etc. could be avoided. The Federation have held that one of the contributory factors for such strikes is inadequate attention paid by the local officers to the genuine grievances of the employees, particularly tardy action taken in cases where the employees while on duty were assaulted by people not belonging to the Department.
2. It is necessary that the Heads of Circles, etc. should ensure that all officers under them are alive to their duties and responsibilities towards the staff. Very prompt action should be taken in cases where employees on duty are assaulted by either local people or employees of other Departments. Immediate steps should be taken to take up the matter with the concerned department and the same should be vigorously followed up till satisfactory solution has been achieved.
3. It is hoped that if action is taken as indicated above, there would be mutual goodwill between the staff and the administration, which is so very necessary for running the P&T services efficiently in the country.
