195. Daily Rules Recap - Condonation of Break in service of GDS – Delegation of powers
• As per existing instructions, cases where a Gramin Dak Sevak (GDS) is convicted in criminal proceedings are forwarded to the Directorate. The condonation paper for their "put off duty" period, preceding reinstatement, is also forwarded to the Directorate.
• This process often causes delays in the payment of terminal benefits. Therefore, the power of condoning a break in service will now be delegated.
• The Postmaster General (PMG), who is the Head of Region, will be empowered to condone breaks in service due to leave exceeding 180 days.
• The PMG will also be empowered to condone breaks due to "put off duty" in cases where a minor penalty is imposed on the GDS in departmental proceedings, and in cases of exoneration in departmental proceedings or acquittal in criminal cases by Courts of law.
• In cases where a major punishment is awarded for a major penalty, or if the GDS is convicted by a Court, the Heads of Circle (Chief Postmaster General - CPMG) shall exercise the power of condonation.
• It is important to note that the periods so condoned will not be reckoned for the purpose of calculating terminal benefits.
• Circles may now take decisions on any pending cases as per this Office Memorandum (OM).
