194. Daily Rules Recap - Medical facilities to GDS & their families under PM-JAY scheme
The Postal Department has taken up the demand for medical facilities for Gramin Dak Sevaks (GDS) and their families with the National Health Authority (NHA) under the flagship scheme of Pradhan Mantri Jan Arogya Yojana (PMJAY).
The draft Memorandum of Understanding (MOU) for this initiative has been discussed with the unions. The following are the key features of the proposed scheme:
• It will be a family floater medical facilities scheme, with an initial upper limit of Rs. 5 lakh per enrolled family. This means a GDS and their family will be entitled to an overall limit of Rs. 5 lakh within one year.
• Should the NHA revise this limit in the future, the revised limit would also be applicable to enrolled GDS.
• Beneficiaries will receive cashless healthcare services in any public sector hospital and private network hospital empanelled under both CGHS (Central Government Health Scheme) and PMJAY.
• The scheme covers a wide range of surgical packages, including treatment for 50 types of cancer.
• It also covers pre-hospitalization and post-hospitalization expenses for up to 15 days, including medicines and diagnostic procedures.
• The scheme is proposed to operate on a self-support and self-sustaining basis.
• Participation will be mandatory for all GDS. A contribution of between Rs. 250 to Rs. 300 per month will be deducted from the GDS's Time Related Continuity Allowance (TRCA). This contribution will be reviewed periodically to ensure the scheme's self-sustainability, and the contribution amount may be revised in the future.
• In Delhi, Odisha, and West Bengal, where this scheme is not yet operative, GDS will be covered under Central Government hospitals and CGHS empanelled hospitals.
• To avail these benefits, GDS and their family members must have their Aadhaar updated on the portal.
• If no consent was received from the unions before May 22, 2024, it will be presumed that there is no objection, and the Department will proceed with launching the scheme at the earliest.
