188. Daily Rules Recap - Filling up MTS vacancies under GDS Seniority Cum fitness quota for the vacancy year 2023
• The Department of Posts (DOP), through its Notification of MTS (Multi-Tasking Staff) Recruitment Rules 2023 dated August 30, 2023, has reserved 50 percent of MTS vacancies for Gramin Dak Sevaks (GDS) under the Seniority-Cum-Fitness criterion. Eligibility for this quota requires five years of service as of January 1st of the recruitment year.
• As per the Modalities for Unification of the MTS Cadre, GDS employees promoted under the seniority-cum-fitness criterion will be eligible only for their recruiting unit. A separate post will be created concerning the unification of the MTS cadre.
• The Chief Postmaster General (CPMG) of Kerala sought clarification via a letter dated March 21, 2024, regarding whether GDS officials who transferred to a different division after January 1, 2023, would still be eligible for MTS promotion under the seniority quota of their old division, as determined by their service on January 1, 2023.
• The DOP clarified that in such cases, if an official completed five years of service as of January 1, 2023, and falls within the zone of consideration but has since transferred to another division, their case should be considered for MTS promotion in their old division. Upon promotion to MTS, they will be posted back to their old division.
