Beat Instruction Register
• Members of the public provide letters of instructions to Post Offices regarding the delivery or redirection of their postal articles.
• Postmen are expected to be aware of these instructions. In small offices, instructions are shown to the Postmen, and their initials are obtained on the letters themselves as proof of noting.
• In large offices, where instructions are numerous, a beat instruction register is maintained in the delivery department to record addressees' instructions for communication to Postmen.
• This register can be either a separate "Book of Addressees Instructions" or a manuscript.
• Separate pages should be assigned to each beat, and the Postmen's initials should be obtained in the register against the entries of the instructions.
Beat List
• Beat lists for town postmen, in a specified form, should be prepared and maintained for the guidance of the delivery assistant in the office, with a copy provided to the postman for their guidance.
Redirection of Inland Articles
• Articles posted in India at Inland Postage rates may be redirected to any place in India served by inland post, based on the addressee's instructions or reliable information from Postmen or other sources.
• Such articles may not be redirected to places not served by Inland post or to which Indian rates do not apply, without the addressee's express written instructions.
• All inland letters, letter cards, postcards, and registered/unregistered articles carried by Air as a normal means of transmission should be forwarded to the new address by air wherever air transmission is available and advantageous.
• Other articles received should be forwarded to the new address by surface routes unless an addressee has left written instructions at the post office to redirect the articles by air and has deposited the necessary air fee for the new transmission.
Redirection of Foreign Articles
• Articles received for delivery in India by Foreign Post may be redirected to any place served by the Foreign Post in accordance with the addressee's instructions or on reliable information supplied by Postmen or obtained otherwise.
• Surcharged first-class mail (letters, letter cards, and postcards) received by air from countries that have authorized internal air transmission for their mails in India should be freely redirected by air within India without recovery of airmail fees.
• This concession of free redirection by air does not extend to other classes of mail such as printed papers, newspapers, packets, and parcels.
