Irregular Commutation of Leave Reserve (LR) Strength
The Leave Reserve (LR) strength of various categories of staff is being calculated based on a fixed ratio of 10% of the operative staff. This method was confirmed during the negotiations with the Staff Side during the strike charter demands. However, this practice contradicts the provisions outlined in the P&T Manual, Volume IV, under Chapter I, General Rule 18-1, which specifies different ratios for the commutation of leave reserves in the P&T Department.
According to the P&T Manual, the following leave reserve percentages are prescribed:
• Administrative Offices: 14%
• Post Offices: 17%
• RMS: 20%
These ratios are clearly stated, and there has been no amendment to the Postal Manual that justifies the current 10% calculation. Additionally, with the recent enhancement of maternity leave and the grant of child care leave for women employees, there is an urgent need to increase the LR percentage to accommodate the growing demands of staff absences.
The LR strength be revised in accordance with the guidelines provided in the P&T Manual, and that the percentage for leave reserve be increased in line with the current needs of the department.
