10. Recommendations of the 7th Central pay Commission – bunching of stages in the revised pay structure under Central Civil Services (Revised Pay) Rules, 2016.
Gist of the orders
• This document addresses the "bunching" of pay stages under the 7th Central Pay Commission (CPC) recommendations and the Central Civil Services (Revised Pay) Rules, 2016.
• The Department of Expenditure has received many requests for clarification on applying the "bunching" benefit during pay fixation in the revised pay structure.
• They've also noticed inconsistent interpretations and implementations of their earlier order (OM dated 07.09.2016) on this matter, leading to potentially incorrect pay fixations and further anomalies.
• Therefore, all Ministries/Departments are directed to put on hold the implementation of the bunching provisions from the OM dated 07.09.2016 until detailed guidelines are issued.
• If any orders regarding bunching have been issued but not yet implemented, they should not be put into effect.
• This is to ensure a consistent and correct application of the 7th CPC's recommendations on bunching.
• இந்த ஆவணம் 7வது மத்திய ஊதியக் குழுவின் (CPC) பரிந்துரைகள் மற்றும் மத்திய குடிமைப் பணிகள் (திருத்தப்பட்ட ஊதியம்) விதிகள், 2016 இன் கீழ் ஊதிய நிலைகளின் "குவிப்பு" (bunching) பற்றி குறிப்பிடுகிறது.
• ஊதிய கட்டமைப்பில் ஊதிய நிர்ணயத்தின் போது "குவிப்பு" சலுகையைப் பயன்படுத்துவது குறித்து தெளிவுபடுத்தல்கள் கோரி பல கோரிக்கைகள் பெறப்பட்டுள்ளன என்று செலவினத் துறை தெரிவித்துள்ளது.
• மேலும், 07.09.2016 தேதியிட்ட முந்தைய உத்தரவின் (OM) விதிகளை சில அலுவலகங்கள் தன்னிச்சையாக வியாக்கியானம் செய்து, குவிப்பு சலுகைகளை நீட்டித்துள்ளன.
• இது குவிப்பு குறித்த 7வது CPC பரிந்துரைகளின் கோட்பாடுகளுக்கும் தத்துவத்திற்கும் முரணாக இருக்கலாம்.
• இத்தகைய ஊதிய நிர்ணய உத்தரவுகள் குவிப்பு குறித்த 7வது CPC கோட்பாடுகளுக்கு இணங்க இல்லை மேலும் கூடுதல் முரண்பாடுகளை உருவாக்கலாம்.
• எனவே, குவிப்பு தொடர்பான விதிகளைப் பயன்படுத்துவதில் ஒருமைப்பாட்டை உறுதி செய்வதற்காகவும், குவிப்பின் பல்வேறு அம்சங்கள் குறித்த கேள்விகளுக்கு பதிலளிப்பதற்காகவும், விரிவான வழிகாட்டுதல்களை வெளியிட முடிவு செய்யப்பட்டுள்ளது.
• எனவே, அனைத்து அமைச்சகங்கள் / துறைகளும், செலவினத் துறையால் இது தொடர்பாக விரிவான அறிவுறுத்தல்கள் வழங்கப்படும் வரை, 07.09.2016 தேதியிட்ட OM இல் உள்ள குவிப்பு விதிகளைச் செயல்படுத்துவதை நிறுத்தி வைக்க அறிவுறுத்தப்படுகிறார்கள்.
• மேலும், குவிப்பு காரணமாக ஏதேனும் உத்தரவுகள் அமைச்சகங்கள் / துறைகளால் ஏற்கனவே வெளியிடப்பட்டிருந்தால், ஆனால் இன்னும் செயல்படுத்தப்படவில்லை என்றால், அவை அமல்படுத்தப்படக்கூடாது என்றும் கோரப்படுகிறது.
• குவிப்பு குறித்த 7வது CPC இன் பரிந்துரைகளை சீரான மற்றும் சரியான முறையில் பயன்படுத்துவதை உறுதி செய்வதற்காகவே இது.

With reference to the subject mentioned above and in continuation of this Department’s OM of even number dated 07.09.2016, the undersigned is directed to inform that, a large number of references have been received from Ministries/Departments seeking clarification relating to the application of the benefit on account of bunching of stages while fixing the pay in the revised pay structure.
2. It has also been brought to the notice of this Department that some offices have extended the benefits on account of bunching based on subjective interpretation of the provisions of OM dated 07.09.2016, which may not be consistent with the principles and philosophy of the 7th CPC recommendations on bunching. Implementation of such pay fixation orders are not in conformity with the 7th CPC principles on bunching and may create further anomalies. In order to ensure consistency of approach in applying the provisions relating to bunching and to address the queries on various aspects of bunching, it has been decided to issue detailed guidelines on bunching.
3. All Ministries/Departments are, therefore advised that the implementation of the provisions on bunching in OM dated 07.09.2016 may be put on hold till the time the detailed instructions in this regard are issued by Department of Expenditure. It is also requested that if orders on account of bunching have already been issued by Ministries/ Departments but not implemented, the same may not be given effect to.
